U.S. Senator Richard Shelby (R-Ala.), a member of the Defense Appropriations Subcommittee, today announced subcommittee approval of important funding for North Alabama included in the Department of Defense Appropriations Bill for fiscal year 2009. Following today’s action by the subcommittee, this bill will go to full committee for consideration.
“The funding approved by the subcommittee will support important defense-related programs that strengthen our national security,” said Shelby. “These programs are critical to the stability of our nation’s military infrastructure and readiness and the subcommittee’s approval demonstrates our commitment to ensuring the safety of our citizens and the strength of our military.”
Missile Defense Agency (MDA) - $8.9 billion
“The need for a robust national missile defense has never been more apparent than it is today,” said Shelby. “Threats from rogue nations that seek to do America and her allies harm must be countered. This funding will help ensure the safety and security of our country.”
The following projects are part of the $8.9 billion included for MDA:
• Ground-Based Midcourse Defense (GMD) - $2.057 billion
“Ground-based Midcourse Defense (GMD) is the first line of defense deployed to defend our homeland against ballistic missile attacks by rogue nations or terrorist organizations,” said Shelby. “There are many other countries that wish to do us harm and GMD is an effective way to stop them.”
The bill provides an additional $467 million for European missile defense site and development testing of a two-stage interceptor.
• Kinetic Energy Interceptor (KEI) - $286.8 million
“The Kinetic Energy Interceptor is a vital component of the Ballistic Missile Defense System, which must be strong during this time of war,” said Shelby. “While the program was reduced from the President’s budget request, I am confident KEI will continue development on schedule, as the recent successful Stage 1 rocket motor test illustrates.”
• Multiple Kill Vehicle (MKV) - $268.5 million
“The MKV enhances the Ground-based Midcourse Defense system by providing as many opportunities as possible to destroy an incoming missile through the use of several kill vehicles launched from one booster,” said Shelby. “While we have not needed it yet, our strong missile defense system is one of our military’s most important functions in keeping the homeland secure and deterring those who threaten us.”
• Terminal High Altitude Area Defense (THAAD) - $959.9 million “THAAD is designed to defend against medium- to long range theater ballistic missiles,” said Shelby. “THAAD will provide our nation with an extended defensive coverage against missile threats and the capability to protect population centers."
On June 25, 2008, the THAAD completed another successful test involving the intercept of a separating target inside the earth’s atmosphere. This was the 35th successful hit-to-kill intercept of 43 attempts since 2001, and was the 29th successful of 30 tests conducted since September 2005.
Patriot PAC-3 - $512 million
“The PAC-3 procurement program was fully funded, allowing the military to procure 108 Patriot Advance Capability (PAC-3) missiles,” said Shelby. “This system will provide a critical force protection element on the battlefield.”
Evolved Expendable Launch Vehicle (EELV) - $1.141 billion
“The Evolved Expendable Launch Vehicle is built in Decatur and serves as the Air Force’s space lift modernization program,” said Shelby. “EELV improves our nation’s access to space by making space launch vehicles more affordable and reliable.”
Light Utility Helicopter (LUH) - $257.1 million
“The primary mission for the Light Utility Helicopter (LUH) is to provide aerial transport for logistical and administrative support,” said Shelby. “The LUH is intended to replace the Vietnam era UH-1H Huey and OH-58D Kiowa Warrior. Our bill includes $257.1 million for the procurement of LUH, which is managed at Redstone Arsenal.”
Future Combat System (FCS) - $2.9 billion
“Future Combat Systems (FCS), the core building block of the U.S. Army’s Future Force, is a joint networked combat and combat-support system that provides our soldiers with greater situational awareness so they can see first, understand first, and act first,” said Shelby. “FCS is integral to equipping the warfighter with the most technologically advanced weapons system.”
In addition, this bill includes $217.3 million for the Non-Line-of-Sight Launch System (NLOS-LS) and $89.8 million for the Non-Line-of-Sight Cannon (NLOS-C) which are vital components of the Future Combat System.
Prompt Global Strike (PGS) -- $74.5 million
“Prompt Global Strike will allow our nation to globally strike and precisely apply force against specific targets swiftly to achieve desired weapons effects,” said Shelby. “The PGS mission includes the ability to strike high value, difficult-to-defeat targets beyond the range of an adversary’s ability to respond, thus minimizing effects of counter-access strategies. It complements forward deployed forces by taking on rapid-strike missions, paving the way for other forces.”
Advanced Hypersonic Weapon (AHW) is one of the most viable solutions for PGS. Therefore, not less than 25 percent of PGS funding will be allocated towards Advanced AHW development.
“The Advanced Hypersonic Weapon’s boost/glide concept will play a pivotal role in the defense of our nation for years to come,” said Shelby. “The concept behind AHW will enable this weapon to do great things for our men and women in uniform as they fight for our nation.”
Joint Air-to-Ground (JAGM) Missile - $118.5 million
“I am pleased that research and development initiatives are fully funded for the Joint Air-to-Ground Missile (JAGM),” said Shelby. “JAGM is essential because it will bolster our warfighting potential and provide our servicemen and women with a new capability to ward off the unconventional threats of the 21st century.”
Designed as a next-generation, multipurpose replacement for the Hellfire, Longbow, and Maverick air-to-ground missiles currently used by the Army, Navy, and Marine Corps, JAGM will be a vital asset for our armed forces in years to come.
Unmanned Aerial Vehicles (UAVs)
“The DoD Appropriations bill includes, for a fourth year, language that prohibits the transfer of program authority relating to tactical UAVs from the Army,” said Shelby. “The language ensures that the Army will retain responsibility for and operational control of the Sky Warrior UAV. With the Army conducting the vast majority of UAV operations in Iraq, it is imperative that control of UAV assets is kept with the battlefield commander to ensure that these assets are readily available to our troops who are deploying them for tactical missions.”
UAV research and development is conducted at Redstone Arsenal, and the Army UAV Center of Excellence is located at Ft. Rucker.
Multipurpose Nanosat Missile System - $6 million
“The Multipurpose Nanosat Missile System will enable the U.S. Army Space and Missile Defense Command to develop a low-cost, rapid response delivery capability for small payloads,” said Shelby. “The funding will be used to conduct a series of six flight tests culminating in the deployment of a five kilogram satellite for the Army.”
Army Responsive Tactical Space System Exerciser (ARTSSE) - $2 million
“Army Responsive Tactical Space System Exerciser supports an unfunded Army requirement to provide a responsive surge for space-based communications, surveillance and reconnaissance,” said Shelby. “ARTSSE provides technologies critical to maintaining access to space.”
The Remote Monitoring and Troubleshooting Project - $2.5 million
“The Remote Monitoring and Troubleshooting project will monitor vital ship operations and allow engineers from various shore-based areas to collaborate in a secure setting, providing support to deployed fleets without ever leaving their offices,” said Shelby.
Advanced Hypersonic Weapon Battle Management Command and Control Hardware-in-the-Loop Technology Demonstration - $2 million
“The Advanced Hypersonic Weapon program is a boost-glide initiative that will provide the military with a prompt global strike capability to destroy time sensitive high value targets anywhere around the globe within one hour of an order to attack,” said Shelby. “Funding will be used to research, develop, create a prototype and demonstrate mission planning and launch control software technologies needed to support technology demonstration, ground test risk reduction and flight test event monitoring and control.”
Joint Biological Standoff Detection System - $5 million
“The Joint Biological Standoff Detection System is the first joint biological stand-off early warning, biological detection system,” said Shelby. “The system will be capable of providing near real time detection of biological attacks and stand-off early detection of biological warfare agents at fixed sites or when mounted on multiple platforms.”
Army Aviation – Automatic Identification Technology Life Cycle Asset - $ 2.5 million
“Automatic Identification Technology, a viable, low cost technology enabler, will reduce Army Aviation operation and sustainment costs by providing accurate and timely data to reduce premature parts disposal and unnecessary maintenance,” said Shelby. “It is a cost effective approach to provide real-time data usage within Army Aviation logistics systems.”
Low Cost Interceptor (LCI) - $3 million
“The Low Cost Interceptor provides a cost effective missile interceptor solution against the proliferation of air-breathing threat weapon systems,” said Shelby. “The LCI weapon enhances the U.S. posture against less sophisticated cruise missiles and provides significant cost-per-kill and operational savings.”
Unmanned Aircraft Systems Sense and Avoid Concept Evaluation for Airspace Integration - $3 million
“Operating Army unmanned aircraft systems in the nation’s airspace is dependent on the ability to sense and avoid other aircraft,” said Shelby. “This initiative will demonstrate sense and avoid technologies using piloted aircraft in an airborne systems integration laboratory in order to integrate this concept on unmanned systems.”
High Fidelity Virtual Simulation and Analysis - $2 million
“The High Fidelity Virtual Simulation and Analysis program will provide solutions to existing and emerging operational challenges in the field by using simulation software to reduce the amount of time it takes a soldier to receive operational support in the field,” said Shelby. It will provide combatant commanders with the ability to prioritize and gain consensus through relevant studies and analyses of alternative concept solutions.”
Enhanced Rapid Tactical Integration and Fielding of Systems - $2 million
“The Aviation Systems Integration Facility is an advanced integration and simulation capability that enables the Army’s aviation research and development community to evaluate critical functional technologies,” said Shelby. “The Enhanced Rapid Tactical Integration and Fielding of Systems will create expanded integration linkages to rapidly assess emerging warfighting technologies. This initiative will significantly improve the military utility of the existing Aviation Systems Integration Facility by establishing an integration environment that supports collaborative interoperability.”
Ultrasonic Impact Technology - $1.5 million
“Current global military operations require rapid repair and reset of our warfighting equipment,” said Shelby. “This funding will produce a portable device that uses ultrasonic impact technology to reduce fatigue failures, extend service life and repair critical aircraft mechanical components in forward deployed locations.”
Army Aviation Weapon Technology - $1 million
“This program provides U.S. Navy unmanned aircraft system interoperability technology to the U.S. Army for their unmanned aerial vehicles,” said Shelby. “This program will allow Army and Navy weapon technologies to be utilized on both branches’ unmanned aircrafts.”
On-Board Vehicle Power Systems Development - $3 million
“The On-Board Vehicle Power Systems program develops 30 kilowatts of stationary and ten kilowatts of on-the-move electric power to support various Marine Corps vehicles and associated payloads,” said Shelby. “This system can be retrofitted to a vehicle with minimal modifications and is capable of delivering a significant percentage of total generated power as ‘off vehicle’ export power, which will provide great benefit to our troops.”
Advanced Commercial Technology Insertion for Aviation and Missile Research, Development and Engineering - $3 million
“Leveraging commercial advances in selected technologies will enhance military capability and have direct benefits for all current and future projects,” said Shelby. “This program will enhance the capabilities and efficiencies of missile testing for the U.S. Army Aviation and Missile Research, Development and Engineering Command System Simulation and Development Directorate.”
Integration of Force XXI Battle Command, Brigade & Below with Tactical Handheld Digital Devices - $1.5 million
“The Force XXI Battle Command, Brigade & Below with Tactical Handheld Digital Devices initiative delivers critical, enhanced wireless mobile broadband networking capabilities for the U.S. Army,” said Shelby. “The integration’s intent is to provide secure, joint information dominance from the tactical level for counterterrorist operations.”
PATRIOT Tactical Command Station / Battery Command Post - $3 million
“This program will develop software to provide the PATRIOT unit commander with resources to enhance critical defense planning and situational awareness capabilities,” said Shelby.
Future TOC Hardware/Software Integration - $2.5 million
“The Future TOC Hardware/Software Integration plays a vital role in the Global War on Terror by automating and accelerating the distribution of meaningful tools and data necessary to support the warfighter, understand the adversary and increase the pace of battle,” said Shelby. “It will also enhance current U.S. Army Space and Missile Defense Command Future Warfare Center Battle Lab products to support joint global battlefield planning and execution.”
